Windows Security by-default Blocks the file, when you download it from internet or from any network location. On trying to execute, sometimes you may find Error/Warning message. Like the below one,

“Windows found that this file is potentially harmful. To help protect your computer, Windows has blocked access to this file.”

Or sometimes the file just does not execute without showing any error. (In Windows 2003, i couldn’t find any error message)

If the executable file is a known one and you want to run it anyway. Just unblock it.

Right Click the Blocked file and Click Properties

Within the General Tab Find the button “Unblock” and Click It

Click Apply and Click OK to Close the Properties
